Suspicion between China and America? Reasonable!

Chen Bingde, chief of staff in China, began his visit to United States of American from May 15. This is the first time since 7 years ago. From long time ago, it is usually controversial of the function that Chinese and American military high-level contacts would do good to the relaxation of the two countries mistrust, but it is better than no contacts at all. Moreover, it is usually the proclamation that the relations between the two countries is in the "relatively stable period".

Someone said sino-American military exchanges needs to be institutionalized, which could helps soluting the military tension between two countries permanently. That is true, but not all right. The sino-American "institutionalized" military exchanges have been increasing and will be more. However, military tension between the two countries, to some extent, is not the fault of the soldiers’. Therefore, they would not be able to eliminate it fundamentally. What the two armies should do is not to exaggerate the mistrust between two countries, whether its strategic mistrust in the sea or air, and both do not make the "striking a match" movement.

The potential opposition should be solved by politicians and leaders of both countries. Over the years, the relationship of the two powers burst the past political memory, which upset both sides. On the other hand, suspicion is inevitable, and eliminating would not not be better. But if it is impossible to eliminate the suspicion, then take it along with, so that both sides will calm down psychologically.

The United States hopes that the military's foundation of China were lay bare, they still expected, China's military growth can be self-controled, with lower than America's military presence in Asia for a step cap. What China wants is that the U.S. do less military guard deployment to China. And the core of its military would not transfer from the Atlantic to the Pacific. The wishes of the two countries are impossible to realize.

However, the two countries should attach importance to each other’s request. China, for example, requires U.S. reduce and eventually stop arms sales to Taiwan and  American troops should not continue the air and sea close reconnaissance in the Chinese coastline, because these directly related to China's military security. And this is exactly the cause of the mutual suspicion. If the United States doesn't reduce the frequency such activities, whatever kind of dialogue mechanism between China and the United States would be useless.

Although military strengh between two countries is seriously inquivalent, China's economic rise makes it possible to narrow this gap. No matter what the final arrangement is that history decide, this process should not be the arms race, and should not be in west Pacific or sino-us throughout the asia-pacific caravans of hysteria. China does not oppose United States’ “forever" military advantages in the global, but America should be self-improvement rather than "containing" China.

Though both China and America cannot eliminate each other’s mistrust, they can manage it. The two armies is the last goalkeeper of this management. The United States shall be legible that Chinese troops does not use the way of "cut sausage" to force United States gradually out of Asian. But the United States also should not repeat its activity in the sea and air to test the rise of China. No matter which part’s test will be dangerous. We should know that eliminating the risk is the value of high-level contacts.

The United States has the formulary of "we cannot change the rules”, as if what the United States did in the past, the future could do it either. As long as China opposes, China" arrogance ". This is one of the root of the two countries’ friction in recent years.

In order to break this knot, China should not be hurry. More importantly, America, the stronger pressure strength, should also make some arrangement. American armies, who constantly make some movement in the China coastline, should not only talk with Chinese army, but also turn around to talk with American politician about the opinions of the Chinese.
